「特定在留カード等」と在留カードの新しい様式について
新しい制度って？
2026年6月14日から、「特定在留カード」や「特定特別永住者証明書」の制度が始まります。
在留カード等（在留カードや特別永住者証明書）にマイナンバーカードの機能を加えて、1枚のカードにする制度です。
- 在留カード＋マイナンバーカード⇒「特定在留カード」
- 特別永住者証明書＋マイナンバーカード⇒「特定特別永住者証明書」
対象者は？
対象者は住民基本台帳に記録されている中長期在留者または特別永住者です。
特定在留カード等の取得は義務ではありません。
これまでどおり、在留カード等とマイナンバーカードを別々に持つこともできます。
在留カードや特別永住者証明書の様式も変更
特定在留カード等の制度が始まるのと同時に、通常の在留カードや特別永住者証明書の様式も変更される予定です。
特定在留カード等を希望しない場合でも、新しく交付される在留カード等は、新しい様式になります。
現在持っている在留カード等は、新様式の交付開始後も引き続き有効とされていますので、すぐに切り替える必要はありません。
次のような手続きをする方は、制度の変更を確認しておくとよいでしょう
- 在留期間更新許可申請
- 在留資格変更許可申請
- 永住許可申請
- 住所変更の届出
- 在留カードの有効期間更新
- 在留カード等の再交付申請

Specified Residence Card and the New Residence Card Format
What Is the New System?
The “Specific Residence Card” and “Specific Special Permanent Resident Certificate” systems will be introduced on June 14, 2026.
This system combines the functions of a My Number Card with those of a Residence Card or Special Permanent Resident Certificate, integrating them into a single card.
- Residence Card + My Number Card ⇒ “Specified Residence Card”
- Special Permanent Resident Certificate + My Number Card ⇒ “Specified Special Permanent Resident Certificate”
Who Are Eligible?
Eligible individuals are foreign residents who are listed in the Basic Resident Register as:
Mid- to long-term residents, or Special permanent residents
Is obtaining the new card mandatory?
You can still use your Residence Card and My Number Card as two separate cards.
The design of the Residence Card and the Special Permanent Resident Certificate will also change.
When the new system starts, the Residence Card and the Special Permanent Resident Certificate will also change to a new design. If you do not want the new combined card, the card you receive next time will still be the new design.
Your current card is still valid, so you do not need to change it right away.
Please review the system changes if you plan to complete any of the following procedures:
- Application for Extension of Period of Stay
- Application for Change of Status of Residence
- Application for Permanent Residence
- Notification of Change of Address
- Extension of Validity Period of the Residence Card
- Application for Reissuance of the Residence Card
